This isn't true at all. A 170 would open up UCLA and USC with the current application numbers. Plus a 170/3.1 would give you good money to UCI and access to a great LRAP.

With McGeorge being free and my family's (job) connections in the Central Valley, plus the fact that I visited and really liked it, this does not need to be a debate about getting into a "better" school, unless that school is UNC.
But you said it's in an area you are fond of and UNC wouldn't get you back to California.

UNC. not a question. totally different class of school. NC is a fantastic place to live. the degree will be worth it.
