University of Washington vs. William & Mary vs. UC Davis

Originally from Southern California, went to Columbia undergrad. Hoping to pursue a career in environmental and energy law with an eventual jump into politics/policy/government work. Not sure where I want to live or practice in the future.
Thoughts on each?
(I'm also waitlisted at Georgetown so if that goes through this conversation is irrelevant).

If you are trying to practice in SoCal retake for $$$ at UCLA or USC. Neither UW or Davis will carry much weight.
If you are trying to practice in NorCal or the PNW Davis and UW aren't bad so long as you have a free ride and ties.

Do Davis and Washington give full rides?
USC or UCLA with money for Southern California is credited.
