Schools Unwilling to Negotiate Scholarship

Obviously there is going to be some bias and assumptions, but with that being said, what schools have seemed unwilling to offer/upgrade/match scholarship offers despite scores above medians/better offers from higher ranked schools?

I had no luck with either UGA or South Carolina with a significant amount of money to Alabama. I was a splitter though (2.95/168), so that likely had something to do with it.
