Northwestern doesn't notify about scholarships until spring, after you've submitted NeedAccess, FAFSA, and a supplemental financial aid application with short essay questions. (The exceptions is the $150k early decision spots that are offered upon admission.)

I had just one other question that I didn't see an answer to in that link: When (about what month) should one begin negotiating with the law schools that they have received acceptances from and would like to attend? Like admissions, are there "optimal" and "late" times to negotiate as well that raise / lower the chances of receiving merit?

After you get acceptances and money offers from multiple schools and before they run out of money.

Check last year's applicants threads for the schools you're interested and you'll figure out when people started getting money offers, when people started negotiating, and when schools started telling people they'd run out of money.
