Im want to pursue a career in criminal defense law, and I'm from Louisiana and plan on staying here. Which law school in Louisiana has the best criminal law program?

It's really only between Tulane and LSU. The cost of going to Tulane is outrageous, though.
Barring a huge scholarship at Tulane, just go to LSU.

Although LSU is ranked in the latter T2, is it a good choice for people who want to live in Louisiana after graduation?

,
rankings are a good indicator, but they should notbe the only indicator you use. Go with the school with the best reputation in the area you want to work in. As Louisiana has a different common law system than the rest of the USA, i would think La firms would prefer an in-state graduate, but as an out of stater, this is pure speculation. Talk to attorneys, check out the rosters of firms and positions to see where hte majority of practicing attorneys graduated from, and augment that with the financial burden/ your goals after law school to help make a decision. Public schools generally will save you money than private schools if you are an in state resident too.
