Louisville (full ride) vs Indiana U-Bloomington (ticket)

I don't have the GPA or LSAT to warrant a top 30 school, but I went to the US Naval Academy for undergrad and have a combat tour under my belt that (I assume) helped me get in... I have no Big-Law aspirations but want to litigate in the Midwest if at all possible... should I take the debt for Indiana?

T30 at sticker is not very good. Do you have any ties to Kentucky at all??
If you have not, take that full ride and show it to Indiana.
edit: please define "some" GI bill

I will have 1 year of non service-academy obligation; as a result I am entitled to 60% of in-state tuition under the GI bill. So at Indiana I get 60% of in-state tuition which puts the first year at 27k and, if I am an Indiana resident before 2L* my last 2 years are under 13k.
*The U of I website says after 12 months residency is granted but TLS forum says residency is tough.
NOTE: Some states, actually a bunch of Widwest states but not Indiana, entitle vets to in-state tuition even if we're from out of state.
