I had the same first two goals and options. I'm headed to UVA.

Have you asked BU for more money ? A full tuition & fees scholarship to BU would be a very strong contender in this group. As is, your best options are paying sticker price at Penn or Virginia.

Truth. Pick the school at sticker that you like better. I would go Penn here though for the better biglaw prospects, but either one is ok.

Probably Penn here, though UVA would be good too if you prefer the campus/area (I personally did and will be attending there). Harder to make the case for BU given your BigLaw goals.

I made a similar decision between UVA, Penn, GW at 90k a year. I'll be at Penn next year because it's simply the best place (of those three. UVA's better for the South) for Big Law up north.

I'd take BU only if you got a huge scholarship. I know others will disagree, but I think UVA is the clear winner here (unless Penn gives you money). Boston firms love UVA, but Penn isn't so represented. I know it could be self-selection, but it would be for both firms. Choate and Wilmer especially are filled with UVA grads.
