UW vs. OSU

Need some advice. I am looking to make a choice between UW and OSU. UW is ranked 20th, climbing 10 spots in the past year, whereas OSU dropped from 35 to 39. Parents are moving back east and I have no family ties in the PNW. OSU offered $48,000 with full tilt first year but in state 2nd & 3rd. UW gave me nothing, why I don't know. I know their in state is very reasonable but the cost of living in Seattle is a little high. Anyways should I be hung up on the rankings? Seattle is cool, minus the cool, wet weather and I've never been to OSU or Columbus. Any insight into this situation is much appreciated.

Do you currently live in Washington? If not, you will not be eligible for in-state tuition at UW even for the 2nd and 3rd years as the state of Washington doesn't allow you to claim residency if you are there for primarily educational purposes.
