Only two options.
Earned a bachelor's degree at a Big Ten school in Indiana.
Thanks for advice.

Thanks,

LOL endless amounts of 1 t2 school vs another t2 school.
I would retake and not attend. However, if you hold a gun to my head and forced me to pick, I would pick MSU for the Detroit market and Indy for the Indianapolis market. It sounds like you have ties since you are an IU grad.

IU-Indy I guess, but I'd retake and get into a better school if you can. Job prospects are blah.

What are you trying to do with the degree? Work here, or go back home with your American J.D.? If the former, then neither school is a good idea. It is incredibly hard for American students with no ties to crack into these small, insular markets with their lower tier degree; good luck doing it as a foreigner. And both schools are very regional with little reach. If the latter, then I have no idea how that works.
Be wary, friend. Very wary.
