I cannot in good conscience tell you to drop $200,000 to any of these law schools. It would range from financially imprudent to financial suicide.
Your goals make it even less wise. The types of jobs you want are few and far between and are hyper-competitive.

If you're set on these jobs in DC, I would retake the LSAT and re-apply next cycle. It will be exceedingly difficult to get these types of jobs with a JD from American or Maryland unless you are a Veteran or already have connections on the Hill/DoD/Treasury. If you want this job, Georgetown is top dog in this city, so re-take and reapply.
If you are absolutely dead set on one of these programs, I would do American just because you will be in DC and will have the opportunity to become a legal intern on the Hill, either in a personal office or in a committee, or at DoD and Treasury during the school year, which is a lot less competitive, or during the summer.
