Does it basically come down to where I wanna live or does one offer better job prospects than the other. The cost would be about the same however that is not an issue so commenting on it would not help.

Its all about where you would be comfortable working, Houston or Baltimore.

Honestly, probably neither, since you're from neither place. But if someone else is paying, I guess Houston, because at least the legal market there is larger/doing better.

I know I personally would never wanna be stuck in Baltimore. Houston seems like a relatively cool place though.

If no ties, then neither.

This. So much this. For all of its sprawling filth, Houston is still somewhat of a ties-centric legal market for some reason. UMD is just a mediocre law school that's only (arguably) the 5th best LS in its market.

Only if you were choosing between UA, UALR, LSU and Tulane.

Neither. They are both TTT that will lead to unemployment in the future.

I feel like you're equally as likely to be mugged and shot in Houston as you are in Baltimore.

I live in Baltimore and I urge you to ignore all the "you're going to get shot, you will live in the wire" talk.
I won't lie: Baltimore is not glamorous. Public transportation is not great. However, there are a lot of nice, fun, safe neighborhoods. UMD Law is an amazing school, and its on the rise in rankings. They have some wonderful programs and professors. The school is particularly strong in health and environmental law (two big industries in MD). It also has pull in DC, so don't take your commiting to MD as committing to Baltimore City itself.
I'd be happy to offer more details on my take regarding Baltimore via PM.
