Look into flying into BWI, instead of DCA or IAD.

Also, IAD is going to be cheaper than DCA, but you have to figure in transportation costs into DC.

you could take super shuttle from IAD which isnt expensive at all or from BWI you could take the marc train to Union station

fly into bwi and take the B30 bus from the airport to greenbelt metro, and metro into DC is probably the cheapest (and most annoying) way to do it.
