Iowa ($$) vs. UMN ($) vs. Utah (in state, scholly?)

I've received a $25,000 per year scholarship offer from Minnesota (2.5 gpa stip), a full tuition scholarship from Iowa (with top 37.5% stip) and been accepted at Utah with no scholarship info yet, but I'm in-state. I've lived in Utah for three years and have some family here. I'm originally from the Midwest and still have family there, too. I would like to live/work near family when I graduate, but I also want to minimize debt while maximizing employment prospects (don't we all?)

Use the Iowa scholarship to increase Minnesota, use Minnesota to reduce/eliminate the stip at Iowa. Go to Iowa with a full ride...unless you get a significant scholly at Utah that makes it close to free.
