Low T14, including Northwestern since you'll have WE, and schools in markets where you'd be willing to work. UCLA/USC because they favor GPA over LSAT. Vandy if you like the south, WUSTL if you like the midwest, UT if you like Texas.

It's hard to predict scholarship money. You should send in your transcripts and get the LSDAS GPA, it may or may not be different (could be the same, lower or higher), the predictions are just that, predictions. Other factors may come into play. Any particular reasons for UF and UGA? I would consider those as safeties and apply to higher ranked schools.

The midwest usually throw big $$ at people with slightly higher LSATs but you seem to be a good candidate for BU/BC if you have any interest there

I think the 165 may prevent you from getting serious money at most T20's. WUSTL may be an exception, but I doubt Vandy/UCLA/etc are going to give you much cash. Where do you want to work? Just apply to the lower part of the T14 + the schools that feed into that area. Because it seems like you're focused on the southeast, I'd say:
UVA
Duke
UT
Vandy
W&M
Emory
UNC
W&L
UGA/UF
etc.
If you are interested in other markets, adjust accordingly.

UVA would need an ED and a prayer.
You might get lucky at Emory which would be good for the southeast. Vandy seems like a good reach. UGA's a fine safety, as there are constantly fights over who places better in ATL (Emory or UGA).
168 will probably get you money throughout the T20-30. Any chance you can retake and get 3 points? 167 might open a few more doors but 168 is the threshold you really want to breach.

165 here, but with higher GPA. I got $ at Vandy, W&M, and Wisconsin. WL'd at WUSTL (168 wall) and Illinois (I don't know why for that one). Your results will probably vary slightly since your GPA will be below median at some top places.
