Cost of living isn't an issue, either is the area I want to practice. Im happy in Ohio and could see myself living in any area. Does the school really not matter after the top 20? What is my best option? (excluding the classic "retake" of course) I need an answer in 3 days.

This isn't even a question. A 3.3 stip is way too high for Toledo, and even if the stips were the same, I would still probably go Case here. Case and Cinncinnati are close to equal, and 22K closes the deal.

Case , the stip is reasonable and 22k is a good chunk of money.

What would you be paying per year at Case and at Cincy? If Cincinnati's in-state for you, then I'm guessing there isn't a big difference in price and you should choose whether you prefer northeastern or southwestern Ohio.

I'd be hesitant attending Toledo for free even with no stipulations.

Toledo is out. See if Cincy will give you some more $ and, if they can get close to Case, go to whichever you like most.

As it stands now, Case is TCR.

For me, it's a toss-up between Cinci and Case. I'm not sure why the poll-responders gave so much love to Case - the scholly just puts the tuition in line with Cinci's. Both schools will give you similar employment prospects so it's a decision on where you'd like to live. I ended up choosing Cinci because I'm a national league fan and Newport is a good time.
