Specifically, I am curious about Purple Heart Tuition Waivers. I live in Utah and I know UT will grant up to a certain amount. Any other states do this?

Do you qualify for 100% Ch. 33 benefits? 3 years active (post 9/11) not including any academy/ROTC scholarship pay back time.

If so, starting next year, every public school in the country will be a full ride (plus a housing allowance). Check out http://www.gibill.va.gov.

Sorry I don't have any info on the topic you actually asked about.

is this only for purple heart recipients or for veterans in general?

Every vet who qualifies through time in service. If you are starting in Aug/Sep, I'd get your VA application started now. It's relatively easy, but takes a bit of time getting your Certificat of Eligibility.
