Even though I agree with the larger point, statistically speaking it's unlikely that OP's odds of losing the scholarship are exactly 2/3. If OP has admissions numbers higher than the majority of the class his expected percentile wouldn't be 50th. I don't know if anyone has ever asked an admissions office that gives scholarships with stipulations for a historical break out of how many students there are that received those scholarships and what % kept them. I doubt you would get exact numbers, but it might be worthwhile for OP to ask.

At Loyola (which requires either top 1/3 or top 30%) only 30-40% of their kids keep their scholarships (this is data given to those who ask from the administration). So while OP may have a higher than 1/3 chance of keeping it, to assume that it is significantly higher than that and possibly better than 1/2 is absurd.

OP, I actually like Tulane here if you aren't set in stone about returning to CA (and if Colorado isn't a much cheaper place to live). Thats just me though. Retaking is correct if you want to be in CA.

Think about every single other person with this scholarship. They think the same exact thing. In reality, only 33% of you actually will. That's 3/10, 33/100. Also, being in LA means you'll be competing against people from Southwestern, Loyola, UCLA, and USC, in addition to your own school and people from Berkeley, Stanford, Hastings, Davis, etc etc blablabla who might want to get a job in Socal, plus people from higher ranked schools on the East Coast (ie T14s) looking to return home/break into the LA market. Los Angeles is a VERY in-demand job market. It's not a pretty situation to be in, if you're in the 66% (aka THE MAJORITY) that lose their scholarship.
