ASU VS MINNESOTA

I want to work in international development (I have work experience in this field- but can only do so much with a bachelor's degree in intl affairs) and am trying to figure out which is the best school considering my unique situation.
I know that UMN is a better school, rankings-wise and probably academically. I have a 20,000/year scholarship and am able to definitely get in-state the third year, which helps costs.
ASU is also a great school. I have a 15,000 scholarship for only the first year, as students receive in-state the 2nd and 3rd years. COL is just a little bit less here. They have also offered me a paid research position with a faculty member who specializes in international development and relations. Although this won't necessarily translate into a summer opportunity, it's a little extra money during the year and I will be able to really get to know a faculty member in my desired field.
Without the research position, I would easily pick UMN. But ASU has made this difficult with their great offer. I am originally from California, but know I'll be okay in either climate. Both are cool towns. I wouldn't mind working in either place after law school until I am able to find an intl development job. I know it'll be more difficult to be at the top of my class at UMN than at ASU.
Any advice would be greatly appreciated!
