What are the stips on your Baylor scholly? I've heard a lot of kids lose that scholly.
I think those two are absolutely equal in Austin, so I would go to the one you would be happiest at (not Baylor unless you're some kind of baptist masochistic freak). And, if your scholly has strict stips on it, consider that Baylor scholly a one year amount...

Here's your Baylor test:
1) Go to the hardware store
2) Buy a hammer
3) Hit yourself really hard in the shin
4) Did you enjoy the pain and inflicting it upon yourself, and paying to do so? If so, Baylor would be a good choice for you.
Make them drop any GPA stips for the scholarship. I really can't emphasize that enough.

They require significantly more credit hours to graduate, the trimester system means more exams to take, Waco is awful, they encourage a cutthroat and mean atmosphere, and practice court is a joke. When you should be out networking and looking for a job (or getting ready for your job), you have to be dong this bullshit practice court, which is a huge pain in the ass, especially if you have no interest in litigation at all.
Baylor is a high-pressure, high-stress, overworking environment, and why subject yourself to that? Law school is hard enough anyway.

As a native Texan currently working at a law firm in Waco, I must attest that while it is a somewhat aesthetically pleasing city it is not the best place to live. QoL at UH would be vastly, vastly greater. And while Baylor might be equal to Houston in Austin, my impression of the Austin market is that it's not a particularly dependable one at this point, particularly if you're not going to Texas. Going to UH would at least probably give you a better shot at the Houston market should you not succeed in Austin.

I think you will find Baylor lags behind the 3 main schools in the major cities.
UT rules, then Houston folks will like UH first, SMU second, Baylor / etc., third. For Dallas, UT, the SMU, then UH, then Baylor / TTU, etc.
