On campus living expenses cheaper than off campus?

Can someone explain why most school's estimates (if not all) of living estimates on campus comes out to be cheaper than their off campus estimates? Back in undergrad it was the exact opposite iirc, dorms used to be expensive as fuck. So is there something I'm missing here?

If it's an urban area it makes sense that dorms might be cheaper than apartments.

If it is a suburb/rural (like my undergrad), then dorms will be more than apartments.

Also keep in mind that dorms can often be smaller than studios and lack kitchens/bathrooms.
