Help!

So I want to do some sort of public interest law--not sure exactly what though. I would ultimately like to end up living in Florida. I currently live in Virginia though so I'm going to be OOS at all of my schools. I hear mixed things about doing public interest--go to school where you want to work, but keep it to the lowest amount of debt. With the scholarship from Cincinnati and the fact that I could live with my grandmother and have virtually 0 living expenses, it is definitely the cheapest option. However, I definitely do not want to live there the rest of my life. Would it be possible to go to Cincinnati, graduate with much less debt and eventually move to Florida or is that completely unrealistic?
Also, I'm still at no decision reached for UF. I don't know if that changes anything though. I was really hoping to get scholarship money from one of the Florida schools and I'm a bit surprised I didn't (at least from Stetson--I visited over the summer and they told me I would almost definitely get money) and I met with a rep from student affairs at Academic Scholars Day at FSU and she said I would be getting something...didn't expect it to be a one time only $2,000.
Oh and in my mind I've pretty much eliminated American, but should I consider that at all?
