From my experience, adcomms dealing with scholarship negotiations want to know how much more you need to go to their school. BLS is not going to simply throw money at you, especially if they're trying to lure you away from tOSU, not 'dozo or Fordham.
Advice: figure out how much more money you need from BLS to make it "worth it" to go there and ask for that, politely. And explain why you need that much.

Um, what is your experience? Asking for a specific amount seems very odd and presumptuous. In both of my scholarship negotiations (which, admittedly took place in 2009, so the game may have changed), I emailed pretty much the same thing OP posted. Address it to the person you've been in contact with, unless they have a designated financial aid person at the law school. If so, address it to that person.
