UIUC ($$$) vs. Cornell (currently held)

A little help would be great for my slightly convoluted law problem:
I live in California but was admitted to UIUC with 90k and held at Cornell. I'm pursuing a joint degree in Law and City Planning and was accepted to UIUC's law with 90k (UIUC slightly better ranking for City Planning than Cornell). I was accepted to Cornell's planning and held at law. Has anyone transferred or petitioned for law school while in another program?
Also, I don't know if I was to stay in the Chicago market for a very long time but would love to go to the east coast I suppose my 3 options are now: 1) Go to UIUC and easily add planning or 2) Go to Cornell planning and attempt to add law (which no one at Cornell seems to be willing to talk about he difficulty of!), 3) Start UIUC and try to transfer to another school like Cornell
I'm a splitter, BTW.
