GWU vs. ND vs. U of MN ($) vs. IUB ($$$)

Here's where I stand:
Accepted to George Washington University with no money.
Accepted to Notre Dame with no money.
Accepted to the University of Minnesota with a $20,000 annual scholarship.
Accepted to Indiana University Bloomington with a full ride.
My dream job would be working in D.C. as legal counsel for the Department of Justice or the House/Senate, but I'm wondering whether going somewhere like GWU and accumulating that debt would be worth it just to get a regional advantage. I hear graduating in the top 10% of your class offers more national mobility.
Thoughts?
