165K is more than enough to make up for the difference in placement between HLS and UVA.
Though appellate DC work is pretty tough to get.

I'll give you my 2 cents as a UVA 2L.
First, if you have what it takes to do appellate work, you'll be able to get there through either UVA or Harvard. From what I have gathered from talking with professors and with peers, there's very little difference between the top students at any of the top 10 schools. The only difference is that the further up the rankings you move, the larger the group of standouts. In order to get into the high end appellate work that you are interested in, you need to be near the top of your class at any top school.
Second, you gain a lot of freedom by having no debt from law school. If you have a full scholarship, you don't have to worry about whether or not you can afford to work for the government following clerkships. Rather, you have the freedom to do whatever you want to do.
Third, if you don't do as well as you hope - you'll leave law school completely debt free at UVA.
Congrats on your options - I don't think you can make a bad choice.

since you are new here, you might not know of VanWinkle...he transferred from UVA to HLS, and always has great advice on the comparison between the schools.
though this thread is about transfers, you might find some of his advice helpful!

Just curious, congrats on the UVA scholly, I hadnt even heard of them giving this much before.
