Please advise U. Penn vs. Northwestern Law schools. Which one you are going to go if you get into both?

The dichotomy is not that simple. If you want truly helpful advice, add specifics (scholly, desired post-grad region, goals, etc). Neither is objectively better than the other (unless you're a rank whore). Specifics to your situation would help.

From job market and future career development point of view, which school among these two is better choice? Which city, Chicago or Philadelphia, is good for living?

You won't end up in Philly unless you want to out of Penn, most students go to NYC. You won't really have many options in Chicago if you go to Penn though. Northwestern will open up Chicago and NYC to some extent, it is probably less recognized in DC or on the west coast though.
You are in a much more urban environment in Chicago whereas Penn has a campus and downtown Philly is close but boring.

northwestern. chicago and nyc stay open. upenn and chicago more or less closes on you.

It depends on how much work experience you have, because during on-campus interviews you will be competing against your classmates for callbacks. If you have good WE, it's a toss-up. If you fluked into NU with a year of BS work, then go to Penn.

If you want NYC for sure -> Penn; If you want Midwest -> NU
If unsure or a different market, then go to both ASW and see which you like better. If still a tie, Penn. It's probably got a slight edge in employment.

The plurality of Northwestern 1L's are from California, which is sort of shocking, you'd expect midwest.
But NALP has more employers going to Penn than NU. I'd probably go Penn, but it's probably a toss up.
