Full rides to 2 local schools: Should I ask for a stipend???

I was accepted with full tuition to 2 local schools. One is considered better than the other but if the lesser school offered me a stipend, I would strongly consider attending.

Any thoughts? Do people ask for stipends? If so, how is the best way to go about inquiring?

Inform the "lesser" school that you received a full ride from the "greater" school and tell them that if they offered you more (in terms of financial aid), you would have an easier time deciding between the schools.

or

You could mention the full ride at the "greater" school and say that you really want to attend the "lesser" school, but it would be difficult to turn down the full ride at the "greater" school.

Do the scholarships come with grade cutoffs? If so, that's what I would try to negotiate away.
