I'd like to go to Penn
Will a JD from there carry a lot of weight in LA? I'm assuming yes because of the ranking
Or would UCLA/USC be better for the job market in LA

In general, what are the job prospects of Penn Alum

It's not uncommon for Penn alums to work in Cali. You will have to put in extra work to build relationships with Cali firms, but it's well within the realm of possibility.
