How many schools should I apply to? Where should I apply?

169 LSAT, 3.96 GPA, I was thinking about applying to Chicago (ED), Emory, UGA, (Im from georgia), Georgetown, and two of Duke, Vanderbilt, Northwestern, and University of Penn. Should I be applying to more schools? fewer?

You could try NYU and Columbia

No Michigan or Berkeley? I would certainly pepper the lower half of the t14. The $100 app fee is a small price to pay now for the options you will give yourself later. Remember, what school you choose will be one of the most important decisions in your life. You dont want to limit yourself just because you didnt want to apply elsewhere.

You'd likely get money at Michigan. They will also waive your fee if you ask them to.
