Penn State FT vs George Mason PT

Hi folks,
I've recently been given a pretty nice opportunity, and I'd like to get some opinions from you guys who might be more familiar with these schools and the opportunities they might provide.
My goal is to work in DC in a federal agency, so, assuming I do 'well' in law school, which of these schools might provide a better shot? My interests tend to go toward international and business law and it seems that both have particular strengths within these areas. From the career stats I've seen for both, they also place well in DC gov't.
I recently was out visiting Penn State, and loved the school and deposited on a place to live, but another trip out that way to visit GMU isn't financially feasible (I was accepted to GMU after I got back home). If GMU is likely to be significantly better poised to give me the opportunities I'm looking for, I'd be willing to give up the investment in PA.
Tuition seems to be just about equal (out of state for both) w/ no scholarship factoring in, so that doesn't weigh in too much. I've read it's pretty difficult to get VA residency during law school, so financially I'm assuming out of state tuition for all three years.
The possibility of transferring post 1L is also something I'm considering. Is it feasible to transfer from PT at GMU to FT at a higher ranked school (within DC), assuming I do make up the necessary classes during summer school? Or would a FT/FT transfer from Penn State be more realistic?
Any insights or advice that you guys could provide would be very much appreciated!
