Q on writing schools to tell them you will not be attending

Hey everyone,
This is probably a dumb question so I'm sorry in advance. I'm curious about writing letters to law schools to inform them i will not be attending their school. I have made my decision and need to send a few letters out, but i'm not sure how I should do this. Is this something you can e-mail or should it be sent through the mail? Also, one school in particular (which was my first choice btw) has not sent me any information since I applied. I called the school on numerous occasions and they told me I would find out in the mail within a week or two. I did this at least 4 times, and I have yet to hear a word from them and my app. has been in since november (they said they had it and it was complete every time I called them). I'm pretty ticked about their lack of communication, I mean even if I've been denied or waitlisted, I would have liked to know what the deal was. Would it be inapproriate to discuss my frustration in the letter? I've been waiting for them since I got my first acceptance letter back in January. I got fed up with them not telling my ANYTHING about my app. so I just decided on going to my second choice. How should I go about writing that particular letter?
