Which school is the better option?

Need more info. Where do you want to work? Are you getting a scholarship? Etc.

De Paul prolly only remotely good for Chicago employment prospects, not great at that. Any other ambitions take Penn.

I want to focus on intellectual property and end up in DC or New York. 10k at each. I'm unsure of where to go because I'm definitely a city guy. I'm also gay, if that has any bearing.

In their respective markets PSU is probably stronger than DePaul considering DePaul has to compete with a ton of other schools in Chicago. Neither of these will make it likely that you will work in DC or NY. If you are dead set on working in DC or NY, I would suggest shoring up weaknesses in your application (if it is possible, such as increasing your LSAT, applying early, etc) and reapplying next cycle.

Penn State places in NYC and DC rountinely. So, if that is your focus, I'd say Penn State is your better option. Actually, I'd say Penn State is your better option all around.
