Decision Time: Cardozo vs. WUSTL for Public Interest

WUSTL's deposit is due this week and I have to make a decision. I'm interested in practicing in NYC upon graduation. I'm hoping to go into either public interest law (specifically health or government) or intellectual property law. I don't want too much debt. Cardozo has offered me $33K per year with no strings attached. WUSTL has offered $19K per year, with no strings attached.

I know this seems like a no-brainer, especially since I want to practice PI in NYC, but is WUSTL's rank worth the debt? Or does the COL in St.Louis vs NYC balance out the scholarship offers?

Please help!
