Richmond$$ vs. Rutgers-Newark at Sticker

Yes I realize that the two schools place in very different regions, but I am perfectly fine with living in either Virginia (where I am from) or New Jersey. Does anyone have any thoughts? Thanks

I believe if you move ahead of time (July 1st I am hearing?) you will qualify for in-state tuition at Rutgers.
