West coast P.I./government work: Where should I go?!

Hey everyone! I have little interest in big law, and am looking to get into PI, government work, or human rights law. I'd like to end up in the west (CA, AZ, OR, CO) or the D.C. area. From these options, which would you chose? Thanks!

Arizona or one of the UCs if you get in. You can do IBR for PI/govt work and wipe out your debt after 10 years.

Thanks! That's what I've been thinking too, although UC Hastings huge out-of-state tuition hike is a bit daunting :? . Not to mention, it seems like more people are interested in PI work lately because of LRAP programs. I guess I better see if I even get in before I start complaining about tuition increases though! :D
