167/3.72 URM retake LSAT or apply early

I went to a large public university and received a 3.69 gpa but a 3.72 LSAC gpa. I am an African-American female. I really want to go to Columbia or any of the top 15. I took the test 2 years ago and scored a 159, then I retook it this October with 167. I know what my mistake on the exam was (I read a rule wrong on one of the games and lost all of those points). When I was studying I usually scored 171-173 but also had a few 166 scores. Should I sign up for late registration to take the December LSAT and start studying again or should I apply in November with the scores I have? If I don't retake I can spend more time finding a job, saving money, and making a strong application with my statements. Is it too risky to apply with my score or better to study again?

I don't know if my softs help. I have been teaching in Europe (2 different countries) for the past two years. I had leadership roles in two clubs in university and had three internships while there. I know it's possible to start studying again but it will slow down my plans to move to a new city. I know I can study while moving and trying to find a job, but it will make it a bit difficult. So what do you think? Any advice would be helpful :)
