If I were you I'd RD both, especially if money is no object. If you don't get either, you can always retake. You could also use that time to improve your softs by doing volunteer work or trying to get a job relevant to your legal interests. Given the declining applicant pool, I would think you stand a good chance at BC as it is if you put together nice essays and recommendations. I don't think going to a regional school outside of where you want to work would be a good choice. Also, don't forget about BU. It's got pretty similar employment outcomes and admissions standards as BC. I'd say it's worth throwing them an application if you think you are a borderline candidate.
