Too Late for Me to Apply Today? 3.74/164 (Mexican-American)
People in my family have been having some dire health issues and as a result I put law school applications on the back burner.
I want to attend this coming fall but is it too lat for me to apply, say today?
My stats are:
Undergraduate Institution: UC Berkeley
LSAC GPA: 3.74
LSAT: 164
URM: Mexican-American
Do I have a shot at any T-14?
***ANY INPUT WOULD BE MUCH APPRECIATED***

You'll get at least 2 in the T14. It's really hard to predict the whole cycle but I'd blanket the T14.

I'm not the most knowledgeable, but I say go for it (especially if you have fee waivers).

You definitely have a shot at the T14, but it sounds like your heart really isn't in this cycle, based on other things you've posted. Your LSAT wasn't as good as you wanted it to be/were PTing at, your family's all sick, etc.
Honestly, retake in June, come back next cycle. With you, I get the feeling that if you studied a bit and didn't have to deal with family stuff, you could be looking at HYS next year, as opposed to low T14 with money this year. December LSAT takers went down another 13% or so -- while we obviously don't know for sure what next cycle will look like, chances are there will be fewer applicants next year.
Apply if you want, but I'd save the application fees for next year after a retake.

I would definitely apply to every school that sent you a fee waiver--ASAP. If there are any T-20s that haven't sent you a fee waiver, email them and request one.

An increasing amount of candidates seem to still be applying to Penn, though. Weird.
