Applying to HYSC, 4.0 GPA, good softs, great letters.
BUT, taking the Dec. LSAT.
Should I send my application prior to taking the Dec. LSAT or does it not matter because some schools (I think Harvard) will not release the LSAC report until it is complete.
I know Berkeley's Dean of Admissions encourages students to apply as early as possible, even if the LSAT score isn't in.
What do you guys think? I know Yale does not having rolling admissions but the other schools do.

Ask the schools separately.

No school will consider your application complete without an LSAT, and I'm not even sure LSAC will let you send in an app without one.
If they do, then I guess the only advantage would be that they'll just be waiting for an LSAT score and can immediately review your score once it's in. Instead of waiting for everything to go complete at once.
