I'm fairly certain that being an AZ resident may give you a slight boost, at least it seems to in the case of UA - I'd wager ASU is similar. However, you have the following against you:
--Low LSAT
--TIME. If you are retaking in February, unless you ask them to review you now, I don't think they'll even look at your app till after your Feb scores, which is pretty darn late.

Honestly, this is an iffy case. You're already pretty late, and even if you got a good improvement (say, 162), you'd be so much later I'm not sure if it would even help at that point.

It's probably a toss-up. It's worth an app, and if you do quite a bit better, I'd say you have a decent chance. If you don't improve though, you're probably sunk this cycle.
