You could definitely aim higher as long as your LDAS GPA is 3.0+. I'm also URM (MA/AA) and got into into NU with a GPA under 3 and one point lower on the LSAT, although I did have 3 years work experience. Ironically, UCLA and USC may be pretty tough with that GPA, but you might actually have a better shot at lower T14 (Gtown, UVA - ED, NU if WE) especially if you break 170...

I'd definitely consider UMich/UVa/NU over UCLA/USC, especially considering you have a much greater shot at the former than the latter. All those schools can probably help land a job in CA.
