You definitely have a shot. It's just a matter of whether or not they will look past the 163. I'd say your chances are decent, absolutely worth applying.

Doesn't UCLA take the highest score? I also want to apply to Berkeley.

The probably do say that, but I have a difficult time believing schools don't at least somewhat consider prior LSATs. Boalt is a stab in the dark. If you have really good softs there's a chance, but I think there is a much better chance at UCLA.

You should be in at Cornell (at/above both 75ths) if you aren't set on California.
