3.1 GPA/ 154 LSAT University of Houston Full Time

Non URM - White guy
5 years military enlisted
Very strong LORs
President of Transfer Honors Society and Treasurer of ODK Honors Society (Junior College killed my LSAC GPA)
Grew up incredibly poor and living 'underground' due to father being wanted by the FBI when I was very young (no fault of mine, just adding it in case it helps on personal statement)
I'm only applying to University of Houston. I realize my numbers suck and I am planning on retaking the LSAT with hopes of something more like mid 160s, but that's neither here nor there at this moment.
U of H is important to me because as a state school I should be eligible for the Hazelwood Act rendering tuition free.
Any chance with numbers as they stand or am I auto-retake?
