Would doing an ED at GULC PT increase my chances at all or is it a waste of an ED?

You've got a chance at Fordham. My best guess would be you get waitlisted and admitted sometime in May. Apply as early as possible.

GULC you simply won't get into. You'll be waitlisted and tortured through the summer, and then let go. Your numbers are just too far below the median (no offense, we're practically numbers twins except I applied last year).

One thing to note is that applying to PT is no longer a "boost" in admissions. The numbers gap is closing fast. There are only 80 students in Fordham's PT program this year. There's less than 60 in GW's. They slashed the programs (or worse) to ensure that all students are held to the same admissions standard. Do not expect to fare any better than those applying to FT programs. In fact, you may fare worse because the seats will fill up faster.

What about Fordham FT? What are my chances?

Also, where could I most strategically use an ED?

I was actually interested in Fordham's numbers, and I went to check out lawschoolnumbers.com. WTF, have they been down for awhile or something?
