Scholly chance at Penn?

Hey all, I need the collective wisdom on my chances of scoring some $ at Penn with 170/3.91. What about the full/named scholarships, are the receipients selected or you can openly apply for them?

Write a "Why Penn" essay and you may very well be given $15k to $20k / year.

You don't apply for the named scholarships, they just pick you if they deem you worthy.

Penn unnamed scholarships are also pretty huge. The largest unnamed I've seen is $78k over three years.

Thanks! So I just apply early and cross my fingers? Are there anyways to increase the chance to be selected? What do they look for in the named scholarship recipients?

High numbers, outstanding softs, increasing student body diversity, I think that's about it.
