I love that the email dangled the carrot in front of us by saying there's no guarantee of admission but that some applicants will very likely be admitted and that if we have a special interest in attending Wisc we should let them know (this is underlined)...

Although Legacies are given a bump just like the URM (not sure this applies to state schools like UW, but definitely so @ Harvard, Yale, Stanford, Duke, Notre Dame et al.), they are usually expected to pay sticker. This is assuming the legacy in question has subpar numbers. With that GPA and the fact that you are in-state, you might still be good.
