I go here for undergrad, and I love it. I live off campus as well, and while some parts of South Bend aren't the greatest (I mean, nobody has ever claimed it was a major city), there is certainly enough to keep people entertained around here. I'm not sure what you're looking for in a college town...sure it doesn't have the greatest 'culture,' but how much time do you have to take advantage of that in LS anyway? We have every chain restaurant you could ever want, tons of bars, some other cheap entertainment, and the College Football Hall of Fame (well, at least until October haha). Crime rates are pretty high, but I've never experienced anything threatening around campus...there are certain places you don't want to live (stay away from anything too far south and west of campus, those are the worst areas), but overall it's just like any other small/mid sized midwestern city. Weather sucks, but compared to other places in the midwest you might be considering this isn't really a concern. Yea, don't let South Bend deter you from coming to ND at all.
