No. But Berkeley's LRAP isn't contingent on spending ten years in PI. If you're going directly through the school, Berkeley's LRAP gives you the highest take-home income in the T14 aside from Stanford and Yale. UVA's is unfortunately one of the worst.
UVA is aware of their LRAP problems and is in the process of revising it significantly including a significant raise on the qualifying salary cap. I can try to find out next week what if any details are set, it's still a work in progress but I do know they're making big changes and plan to have an announcement by the end of this year.
