so i submitted my application slightly over a month ago and have still not gotten the complete email. Is it okay to email them asking at this point or should i just wait?

That's actually a really nice email. While it's slightly hold-ish in nature, I think they're just trying to connect with students that they know have been waiting a long time to hear something, so it's a very cool gesture. I did not get it, obviously, but congrats to all those who did, since you've still got a shot! I, on the other hand, would like to run for mayor of Rejectionville.

Is early october not considered "early in the cycle"? Are most of these holds from September submitters?

well, any yield concerns could be more effectively mitigated by giving darrows to everyone in yp territory rather than sending a sort of cryptic hold email. i hope the admissions office sees my logic here and comes around.
