If you by chance get WL and write a really good Why Penn and really don't jump on a different bandwagon at your first opportunity, I don't see why they wouldn't accept you.
Even with their insane YPing, which btw is terrible, according to

yesssssss I am super impatient. Outside of YH, Penn is my top choice, and they are being so silent...

If you look @ 175/3.5+, only 13% got accepted
